从人力资源管理与开发的角度探究,可以看出目前我国科技人力资源开发工作中存在的诸多问题。应根据科技生产的特点,研究科技人力资源开发工作的基本理论以及科技人力资源与管理的原则。

From the angle of the management and development of human resources, this paper analyzes the main problems existing in the development of human resources. And on the basis of the characteristics of the scientific and technological production, the basic theory, the development and management principles of scientific and technological human resources are proposed.
