摘要
改革开放后,我国民航票价改革历程艰难,“统———放———乱———统”的怪圈一再出现,国家有关部门干预票价的行为屡屡失败。行政干预失当,“禁折令”存在信息不对称和激励不相容的缺陷,价格联盟缺乏应有的基础等是其主要原因。因此,国家有关部门应减少干预,同时我国民航企业应加快进行体制改革,通过降低经营成本和参与充分的市场竞争,方可走出怪圈,健康发展。
Since the reform and opening- up, the reform of civil airline ticket price in China has un- dergone much hardship, so that the vicious circle of “unified - decontrolled - arbitrary - unified” has emerged repeatedly. Concerned government organizations have failed repeatedly in interfering the ticket price mainly because of the dissymmetrical information and incompatible incentives of the “discount prohibition”, lack of basis for price union, and so on. So administrative interference should be decreased, and the civil airline enterprises in China should also quicken their structural reform, so as to develop soundly by way of reducing the operating cost and participating in full market competition.
