我国高等教育利用资本市场融资的可行性研究

The Necessity and Realistic Means of China's Higher Education's Funds-raising Through Capital Market

随着高等教育规模的扩大和教育需求的增长,教育经费短缺成了我国高等教育发展的“瓶颈”。现阶段我国高等教育融资存在一系列问题:高等教育经费主要依靠政府财政拨款,市场融资作用未能充分发挥;高等教育利用资本市场融资的渠道不畅;资本市场介入高等教育形式单一;政策法规不配套。我国高等教育利用资本市场融资应该更新观念,提高对高等教育介入资本市场重要性认识;完善法律法规,形成资本市场介入高等教育的约束激励机制;大力发展教育资本市场,拓展高等教育融资渠道;推动高等教育体制改革,扩大学校办学自主权提高教育资源配置效率;利用WTO规则,积极探索高等教育海外融资的方法和途径。

With the expansion of scale and the increasing of demand for higher education, lack of funds has become the bottleneck the China＇s higher education development. There exist, however, an array of problems in funds- raising of higher education, such as market＇s unsatisfying role in raising educational funds, which is mainly funded by the government for the time being, some obstacles to higher education through capital market, monotonous means of capital market＇s entering higher education, as well as the out-of-date and incomplete laws and regulations. The proposals put forward in this thesis for funds- raising through capital market are as follows, renewing people＇s vision to attach more importance to capital market＇s entering higher education;amending laws and regulations so as to form the controlling and stimulating system;advancing greatly education capital market to expand ways for funds-raising; promoting higher education system reform and authorizing higher education institutions to enjoy more independence in order to enhance the allotment efficiency of education resources; and taking advantage of WTO rules to explore positively the ways of funds-raising overseas.
