As we know ＂northeast phenomenon＂, we must make preat efforts to promote the old northeast industrial base because of facing difficulties and obstacles. It is important for our nation to throws in fund and policies supports to speed up the old northeast industrial base adjustment and reconstruction, but it is more important to innovate the system and institution, and make the nation devotion and support base on enhancement the independence development ability.
