摘要 运用文献法、历史研究法和专家访谈法等方法,以我国体育人力资源配置机制的历史演变为主线,分析了计划经济、经济转型和市场经济下的体育人力资源配置机制的系统结构、运行过程、特征、优缺点,提出了新时期的改革方向和具体措施:由计划为主,市场为辅的结合型人力资源配置机制应向国家宏观指导与调控、社会自治、市场自主的三位一体的新型结合型机制转变;在配置机制改革中应明确政府的宏观指导与调控主体的责任,从多渠道引导多元化配置主体的介入,从政策、制度、利益机制等多方面入手打破区域、单位人才保护壁垒,并注意建立健全体育人力资源配置的市场法制体系。 By methods of documents PE Department, history study and export interview, around the evolvement of the disposition way, the analysis was done on system construction, circulated process, characteristic merits and shortcoming of the disposition mechanism of sports human resources in China. On the basis of this, the papor studied the reform direction and the concrete measures of the disposition mechanism. Conclusions are; the current combinative mechanism that plan is central and the market is assistant should be changed into the new combinative mechanism that country is macro control, social is autonomy, market is independent; We should definite the duties of government in the reform of the mechanism, lead the main body of the diversification into the disposition mechanism from many ways, break territorial barracks of the talented person protection making use of the policy, system mechanism of benefit, established the market legal system of the disposition.
