中国共产党十四届中央委员会第五次全体会议通过了《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》(以下简称“建议”),“建议”充分体现了邓小平同志建设有中国特色的社会主义理论和党的基本路线的要求,展示了今后15年我国发展的光辉前景,是带领全国各族人民胜利跨入21世纪的宏伟纲领。

According to 'The Suggestions of The Central Committee of the CPC Concerning Working Out National Economic and 2010 Year's Long -Term Objective',the general objective of 'Nine -Five' and 2010 year's health development is:Forming a socialist health service system with chinese characteristics, fitting in with national economic and social development,meeting the need of people's base life,including preventive care service,health insurance and health supervision and law enforcement. To realize the general objective, major policies and measures as follows must be taken:1. To make further clear and strength government responsibilities;5. To establish perfect health insurance system; 3. Toquicken and deepen health structural reforms ; 4. To strengthen health laws and regulations,establish perfect the system of supervision and law enforcement;5. To increase health investment, adjust compenstaion system;6. To depend on progressive science and technology,strengthen personnel trainning;7. To eastablish perfect health information system,enlarge foreign coonperation and exchange;8. To insist on'two hand drad',strengthen professional moral construction.
