摘要
自2000～2003年间,在国务院和水利部的正确领导下,黄委会及所属黑河流域管理局,会同流域内有关省区,通过了黑河水量调度和实施流域近期治理规划,于2003年如期完成了国务院确定的分水目标.2004年已全面完成了年度调水任务,实现了黑河水量调度的又一重大突破.针对当前流域管理与区域管理现状,对黑河流域管理与区域管理的体制方面进行了探讨,并提出了一些建议.
During 2000-2003, the water allocation plan and the near-future plan tor water treatment ot Hei River were approveo oy the Yellow River Conservancy Commission, the Basin Water Management Bureau, and the provinces in the basin under the leadership of State Department and the Ministry of Water Resources. The target plan of water diversion was set up in 2003. The annual task of water diversion was finished in 2004, which is a breakthrough in the water allocation of Hei River. Aiming at the current situations in basin management and regional management, this paper discusses on the system of combining basin management and regional management in Hei River, and proposes some suggestions on it.
