Company should meet employee need internally, and externally satisfy customer demand.The strategy of attracting staff means caring these humanistic need to the largest extent invigw of the current economic conditions. According to the organization life cycle theory, enterprise can segement and implement overall and individual incentive strategy at the different stages of orgaizational development for varied conditions.
