摘要
1996年国内十几家多年从事专业移动通信设备开发生产的企事业单位，看到了当代各种通信系统的全数字化已是大势所趋，加上国外数字集群系统尚未进入我国市场的良好机遇，成立了数字集群联合体，一致认为：必须首先制订统一的技术体制标准。这一倡议得到了国家领导人和政府的支持，国家技术临督局以标发[1997]27号文下达了《数字集群移动通信系统体制》国家标准制订任务，主办单位是电子第七研究所．国家无委办、邮电电信传输所。
