把国有企业建设成产权明晰、制度先进,自主经营、自负盈亏的经营Z体和市场主体是国企改革的主要目的。为了保障国企改革的顺利进行,防止出现不必要的震荡,如何防止国有资产流失;防止国企改革过程中的寻租现象;保障劳动者的合法权益不受侵害等关系国家和企业员工切身利益的重大问题必须引起高度关注。

The aim of the state - owned enterprises＇ reform is to develop them into the ones which have the perspicuous property right, advanced system, self - determined management and sole responsibility for its profits or losses. In order to make sure that the reform can go forward smoothly and that there are not any unnecessary vibrations, highly attentions must be given to all these important things, which are immediately concerning about interests of the state and the workers of the enterprises, such as how to prevent state property from draining away, how to stop the phenomenon during the process of the reform and how to insure that the workers＇ legal rights and interests will not be violated.
