Zheng Guanying's Ideology of Police Politics

郑观应的警政思想在中国近代警政史上产生过重要的、积极的影响。他主张在中国建立西方式的警察制度,提出了设立警察制度的具体举措和规范警察队伍管理的意见。他的主张成为维新派警政理论的直接来源,也为清末建警奠定了一定的理论基础。由于阶级和时代的局限,他对警察职责的认识不够全面;由于受“中体西用论”的影响,其警政思想有着托古改制之嫌。

Zheng Guanying is one of the representatives of the Reform School in the early modern China history, whose ideology of pohce politics ever had an important and positive impact on Chinese modern police politics. He proposed a Western police system be established in China, and also presented a series of moves to set up such a system and his own view to standardize the police management. His proposal became the very theoretical origin that the police politics of the Reform School took its rise from, which laid a certain theory foundation for the police setup in the late Qing Dynasty. However, his understanding on the police duties is less than all sided because of the limitation of his class and time. Meanwhile, his ideology of police politics seems to have the “reform the system in the light of the past ”for his idea is influenced by the current statement to “basing on the Chinese culture and applying the western technology”.
