目前我国小城镇社会福利院存在问题及对策研究——以中原地区小城镇为例

Current Problems and Countermeasure of Social Welfare Institution in Small Towns--Take Small Towns in Central Plains as an Example

目前,我国小城镇的福利院大体分为两大部分:一是由镇政府开办的福利性社会福利院;一是私人开办,由镇民政部门统一管理的私营养老机构。由镇政府开办的福利性社会福利院存在的问题主要是:资金普遍短缺、工作人员素质偏低、硬件设施简陋和养老观念落后等;由私人开办的养老机构存在的问题主要是:工作人员素质有待提高、硬件设施相对匮乏等。因此,要积极推动小城镇福利院的社会化;加强宣传,逐步更新人们的养老观念;对福利院工作人员进行职业培训,提高素质;地方政府要加强对福利院的监督与控制。西安市慈善会在资金筹集、志愿者队伍建设等方面作了很好的探索。

At present, there are two kinds of social welfare institution in the little town. One is operate by government; the other is operate by private and managed by government. Short of fund, low diathesis of staff, poor of construction building and lag the conception of provide for the aged are the main issues in social welfare institution, which operated by government. We put advice as follows： 1 driving the socialization of social welfare institution in the little town. 2 strengthen propaganda, renewal people＇s conception of provide for the aged. 3 training the staff for boost their diathesis. 4 local government need strengthen supervise and control to social welfare institution. Charity Association of Xi ＇ an City have many aspects worth us use for reference, for example, raise fund and construct procession of volunteers.
