New View on Relationship between Government and Universities

在计划经济体制下,政府是高校的举办者、行政管理者和事实上的办学者。政府的多重角色造成了政府与高校关系的错位。本文从新公共管理学的视角去认识政府的属性与职能,重新定位政府的角色,由此重建政府与高校的关系。

Government was an investor and a supervisor of universities and a conductor as well in the last system of planned - economy. Playing as multi-role, government has caused the relationship between government and universities in dlsorder.The purpose of this article is not only to understand the property and function of government from the view of the theory of new public administration but also to reconstruct the role of government and the relation between government and universities as well.
