西方新公共管理和政府再造运动,实质是一场革新政府工具,转变政府管理方式,提高政府绩效的管理运动。从政府工具的角度审视政府治理,无疑是一种新的途径,将从理论和实践两个方面促进中国的政府治理革新。
New public management and reforming government movement is actually a movement of reforming governmental tool and changing the management mode and echancing performance,it is a new approach to scan governance in the visual angle of governmental tool and will accelerate the governace reform both in theory and practice.
