西部现行投资体制存在着企业的投资主体地位尚未确立,政府职能转变滞后,金融支持弱化,市场化融资机制尚未形成,法规制度建设有待完善等问题。改革政府投资体制必须考虑到投资活动自身的特点、整个经济体制和管理制度、经济发展的不同阶段、市场经济体制对投资改革的要求、政府投资的功能特点和WTO规则对投资管理的要求。

There are such existing problems in the current investment system as the uncertainty of the roles of investment main part and market financing system, the weakness of financial support, and the imperfect of legal system. In the course of innovating government investment system, the inherent characteristics of investment activity, different stages of economy system, management system, and economy development, the requirements of the investment innovation from market economy system, the characteristics of government investment, and the requirement of investment management from the WTO regulations should be taken into consideration.
