西安构建西部人才高地的构想及对策

The Construction of Center of Talents Coming from Western Region in Xi'an

人才高地是由于人才流动与聚积所形成的智力高势能区,在知识经济、经济全球化背景及西安资源条件约束下,构建人才高地对西安实现经济跨越式发展的特殊意义。西安具有构建人才高地所拥有的人才资源数量与质量优势和科技、教育以及工业基础等外部支持条件,但人才结构失衡及配置效率低下。据此,围绕经济社会发展总体目标,提出了西安构建人才高地所要解决的关键问题和应采取的对策。

The proposal of center of talents is put forward by the flew gathering of talents, which formed the region of high intelligence. All of this shows that under the situation of knowledge-based economy, the globalization of economy and the redization of resources in Xi＇ an, the construction center of talents has special meaning in realizing the quick development of economy in Xi＇ an. Xi＇ an has the quantity and the quality advantages of human resources and the external factors from bases of science and technology, education and industry, but the structure of talented person unbalanced and allocation efficiency is low. According to the economic and social general goals, the key problems and the corresponding solutions are put forward at last.
