摘要
本文在论述水资源承载能力和水资源优化配置概念的基础上,认为水资源优化配置是通过建立优化模型来选择水资源配置方案;水资源承载能力是计算得到的水资源对社会经济最大支撑规模,可以作为水资源优化配置模型的约束条件。本文把水资源优化配置模型分为3个层次:即考虑不承载条件下的水资源优化配置模型,考虑承载条件下的水资源优化配置模型,面向可持续发展的水资源优化配置模型,并给出各层次模型的表达式,并对其进行比较。最后以郑州市为例,介绍各层次模型的应用意义。
The conceptions of carrying capacity and optimal deployment of water resources are expounded. The optimal deployment of water resources is defined as the selection of deployment scenario by establishing the optimization model, and carrying capacity of water resources is the calculated limit of water resources supporting the development of socio-economic system. In some cases the carrying capacity may be regarded as the restraint condition of optimal deployment model. The optimal deployment model can be divided into three kinds: model with consideration of carrying capacity, model without consideration of carrying capacity and model facing to the sustainable development. The expressions of these models are deduced. The application of these models to Zhengzhou City is given as an example for demonstration.
