Analysis on Government Policy-making Behaviors under Asymmetric Information

由于信息的不对称性,政府理性决策存在极大局限性,其重要后果是使公众和下级官员在决策信息流程中始终处于弱势地位。因此,需要采取积极措施,构建政府信息激励约束机制,使政府决策真正体现民主原则。

Focusing on the normal irrational behaviors in China＇s government policy making, this essay analyzes the nature of policy making, the influences of asymmetric information in different stages of the process and its expression and root-causes from information economics perspective. It also lists various concrete measures on how to build up the mechanism of information stimulation-restraint based on the influence between government and society.
