Review on Course of Chinese Urbanization and Its Future Strategy Regulation

1949—1978年间,中国城市化进程缓慢,1978年以后经历了与城乡发展政策互动的3个阶段,城市化水平提高较快。但在发展中存在诸多问题:城市化水平低于发达国家同等GD P总量条件下的城市化;城市化严重滞后于工业化;城市发展不协调,结构不合理;城市化战略不科学。未来中国城市化战略调整的方向为:城乡协调发展;城市化与工业化协调发展;大、中、小城市科学布局,协调发展;各区域间协调发展。

During the 20th, the Chinese urban area was expanded from slow （1949-1978） to quick（ after 1978） stage responding to the policy to govern the relationship of urban and rural regions. However, there were four dilemmas in the course of chinese urbanization： ①lower urbanization level compared with the developed countries under the same GDP; ②urbanization lag industrialization at the large extents; ③ exasperating the Dual Economic Structure and undesirable city structure; and ④ non-scientific urbanizing strategy being a wrong instruction of future urbanization. In this case, It was urgent to regulate the strategy for 21th urbanization in China which included, firstly, co-prosperity of urban area with rural area; secondly, co-evolution of urbanization with industrialization; thirdly, highlighting the large and middle city as core strategy instead of small township; and finally, different models selected by regions to regions.
