论评价治安状况的“犯罪”

On the Statistics of "Crimes" in the Evaluation of Public Security Status

评价治安状况的“犯罪”应该以犯罪学视野中的犯罪定义为理论依据,以公安机关的刑事案件、治安案件立案为标准,以公安机关立案统计资料为基础较为适宜和合理。公安机关“犯罪案件”统计资料的真实性和可信度有限,在评价治安状况时需要通过社会调查加以核实。“犯罪”不能仅按犯罪案件数一种方式进行计量,而应该根据治安状况评价的目的和条件,选取不同的计量方法。运用“犯罪指标”对治安秩序状况进行评判,以综合值为标准最为科学合理。

It is suitable and reasonable to evaluate the statistics of “crimes” in terms of their definitions in criminology, registered criminal and public order cases as well as statistics of cases on file in public security organs. As there is little authenticity and reliability in the statistics of criminal cases, a survey has to be conducted when evaluating public security status. ＂Crimes＂ can not be computed simply by their numbers; different methods should be used in accordance with the purpose and condition of the evaluation. The most scientific and reasonable way should be an evaluation based on the comprehensive value by means of the “crime index”.
