Several Issues Need to Be Made Clear When Implementing the "Law of Citizen's Identification Cards"

实施《居民身份证法》亟待明确的问题有:公民换领,补领居民身份证,能否委托办证;冒用,购买,出售,使用,制作假的第一代居民身份证是否违法;对伪造,变造居民身份证如何鉴定;对拒绝查验居民身份证的行为能否实施处罚;必须规范居民身份证复印件的使用等,明确这些问题,以便基层民警更好地执行《居民身份证法》。

Several issues need to be make clear when implementing the ＂law of citizen＇s identification cards＂ include： 1. the change of ID cards, re-drawing the ID cards, and whether it is possible to entrust others to handle the matters of application for a ID care; 2. whether it is illegal to assume somebody else＇s name to use the first-generation ID card, to purchase it, to sell it, to use it and to fake it; 3. how to identify the forged and trans formed ID card; 4, whether to punish the behavior of refusing to be checked the cards; 5, to standardize the size of the photocopies of it. All these points shall be made clear so that the police in basic levels will conduct the ＂law of Citizen＇s Identification Cards＂s more properly.
