个体私营企业已成为就业主体之一,但养老保险参保率却非常低,这一全国性难题产生的原因是多方面的。合肥的情况在全国有一定的代表性,该市部分个体私营企业业主及其从业人员的心声道出了问题的原因,认真分析并采纳其合理部分有助于问题的解决。

Self-employed entrepreneur and privately owned enterprise has been one of the main body for people obtaining employment. But they seldom enlist endowment insurance. Various reasons result in this nationwide problem. Hefei＇s instance stands for other＇s in China. The ideas of the owners and practitioners of some private enterprise reveal the reason of the problem. It will contribute to solve the problem if we analyze and adopt the rational part of the ideas.
