The implementation of the method of charging by bill of quantities is a complicated system engineering. In combination with the practice of the charging reform by bill of quantities, this article makes a study and exploration of the building of policies, mechanism and environment in relation to charging by bill of quantities based on the insufficiency of the related complementary system, and brings forth specific measures and proposals to improve and perfect the system.
