分析设计阶段控制工程造价的必要性,从实现投资控制的前提、关键、手段及保证4个方面论述提高铁路建设资金投资效益应采取的措施。
This article performs an analysis of the necessity of controlling the engineering cost in the design phase and expounds, from the angle of premise, crux, measures and guarantee of materializing the investment control, the measures which ought to be taken to improve the benefits of investments in railway construction.
