摘要
战略环境评价作为实施可持续发展战略的有效手段,在美国、中国和欧盟成员国得到了迅速发展,并正逐渐为更多的国家所接受。通过阐述SEA的定义与目的、意义,介绍国内外SEA发展概况,论述了SEA的内容与程序,探讨了我国实施SEA的管理模式,对我国如何开展SEA进行了深入地思考与讨论,分析了我国现行条件下开展SEA亟待解决的问题,提出了SEA的发展方向。
Strategic environmental assessment （hereinafter, as “SEA” for short）, asa useful means of implementing the sustainable development project, has advanced rapidly in the USA, China and the ETA and, are getting aeeepted by more and more countries. 31als artlele, first of all, expounds the definition and signitleanee of SEA, describes its status quo and procedure. Then, it discusses SEA＇ s administration model in China＇s practice and deeply explores the urgent problems to be solved. Finally, it makes suggestions on China＇s practice.
