本文通过对环渤海经济圈现状的分析,指出环渤海地区以第三产业促进经济发展的关键是建立第三产业联盟,进而分析了产业联盟的效应以及该区域建立第三产业联盟的形式。

The paper makes an analysis on the status of Bohai Sea surrounding area, and indicates that the key of the economic development of this area with tertiary industry is to make an economic alliance in Tertiary Industry, analyzing the effect and mode of alliance in this area.
