增加中央财政投入促进地方农业科研机构科技创新

农业是基础产业,也是战略产业。党中央高度重视农业和粮食安全问题．把解决“三农”问题作为全党和全国工作的重点。由于我国人多地少的基本国情,科技进步将是解决农业问题、粮食安全问题的最关键因素。公共财政支持农业科技创新是一项基本的支持和保护农业的政策措施．农业科技创新的基本特点和我国农业的经营现状决定了我国的农业科技创新必须以财政投入为主。地方农业科研机构是我国农业应用科技创新的主体,为我国农业发展做出了巨大贡献．应高度重视地方农业科研机构在农业应用科技创新中的作用,加大中央财政对地方农业科研机构的投入．促进地方农业科研机构的科技创新。

Agriculture is the base of national economy. The government pays great attention to agriculture and food security. Agriculture, farmer and rural economics are regarded as the key role of CPC and national government. For the large population and relative small land, science and technology should be the key method to settle agriculture and food security issues. Public finance supporting agricultural S＆T innovation is a basic policy to protect agriculture. The characters of agriculture S＆T innovation and status of agriculture running decides that financial investment should be put on the first position for agriculture S＆T innovation. Local agriculture research organization is the main body of agriculture applied S＆T innovation, and made great contribution to Chinese agriculture development. The government should pay great attention to the role of local agriculture research organization in agriculture applied S＆T innovation, increase the investment on them so promote the S＆T innovation of local agriculture research organization.
