胡适幼稚民主观评析

Reviewing and Analyzing Hu Shi's Naive Democratic Concept

20世纪30年代,胡适提出其著名观点———幼稚民主现。其内涵是:民主制度是一种幼稚的政治制度;民主可随时随地开始;民主运行无需高深的知识程度。胡适提出幼稚民主观,是为了维护民主的终极价值,是为了解决中国民主进程的理论困境,也是胡适个人民主理论的逻辑产物。从理论角度而言,胡适的幼稚民主观有一定的道理,因为任何民主都需要一个试错的过程。民主运行和民众的智力程度也没有必然的联系。胡适的幼稚民主观也存在严重的缺陷,因为他过于重视制度的效能,忽视了民主运行所需要的社会文化基础。

In the period of 1930s, Dr. Hu Shi put forward his well known idea - - - naive democratic concept, whose connotation is ： the democratic system is a kind of naive political one ; democracy can be begun anytime and anywhere ; democratic movement doesn＇t need any profound knowledge degree. The naive democratic concept put forward by Hu Shi is for the sake of maintaining the ultimate value of democracy and solving the theoretic difficulty in the course of carrying out democracy in China, as well as is the logic product of his individual democracy theory. As far as the theoretic angle is concerned, such naive democratic concept he put forward has certain principle because any democracy wants a testing course. There is no necessary link between the logic operation of democracy and the common people＇s intellect degree. There still exists serious defect in his naive democratic concept, because he over paid attention to the function of system but neglected the social culture foundation wanted by the operation of democracy.
