政府与大学的关系从统治走向治理,是当前高等教育管理改革的重要趋势。为此,必须改变政府公共权力对大学超强控制的局面,对政府的公共管理权力进行解构与重组。重构政府公共权力包括政府权力的弱化、分化、转化、强化以及法制化等过程。

The relationship between government and universities will change from government to governance, and this is the important current of the reform in higher education. If we want to get the aim, we must change the strong control complexion between government and universities, decompose and restructure the public power of the government. The course of the restructure includes feebleness, differentiation, transformation, aggrandizement and legalization.
