Principle and decision making of regional sustainable development system

可持续发展研究已成为地理学研究的活跃领域和发展前沿，区域尺度的可持续发展研究是地理学更能发挥优势的领域．本文运用现代地理学、系统科学的有关原理和方法，对区域可持续发展的属性及在一定尺度的区域范围内，由人口、资源、环境和发展各要素组成的区域（即ＰＲＥＤ系统）的结构关系、协调原理和演变的机理进行了剖析．并提出区域ＰＲＥＤ系统发展水平量度指标。

The paper puts forward a study on regional sustainable development, which has become a actve field and the frontier of geographical research. Population, resources, environment and development problem (PRED) are four cardinal problems of regional sustainable development research, and they interact in a certain region and are integrated into a complex system called PRED system, it is taken as an object of study of regional sustainable development. The idea of systematic science is used, and the concept, characteristics of regional sustainable development and the structural relation coordination principle and evolution mechamism of regional PRED system are analyzed chiefly. The author puts forward the measure indexes on development level of regional PRED system, and the decision making of sustainable devlopment in different level countries are described.
