摘要
在分析西北地区自然地理条件的基础上，根据西北地区水资源的特点，提出了以节流为主，开源与节流相结合的措施来缓解西北地区工农业用水矛盾。
From the analysis of natural geographical conditions and water resources in North West area, the main method of water quantity consumption has been given,and with the combination of new resources development and water quantity consumption, the contradiction of water usage between industry and agriculture of the North West could be solved, and the good condition of water usage could be realized for North West economic development in the year of 2 000.
