论自然垄断产业的价格管制及其在我国的应用

On Price Control in the Natural Monopoly Industries and its Application in China

公用事业具有自然垄断属性,要求在垄断经营的条件下,政府对其实施价格管制。通过对普遍实施于欧美国家的两种价格管制方法的分析,提出了在我国市场经济条件下的价格管制模型,这便于政府实施价格管制,来刺激自然垄断的企业生产积极性,并减轻垄断的一些负面影响。

Public utilities possess the characteristics of natural monopoly, which requires the government to carry out price control on them in the circumstances of being monopolistic. After analyzing the main two price regulation methods in the natural monopoly industries in European and American countries, this paper puts forward price-controlling models under the market economy of China, which makes it easy for government to implement price control so as to stimulate the production incentives of the natural monopoly enterprises and to lighten some negative effects brought up by monopoly.
