在知识经济时代,人力资源是一切资源中最宝贵、最重要的资源,在推动社会经济发展中具有重要作用。我国人均资源量严重不足,但人力资源丰富。开发人力资源,实现由人口大国向人力资源强国的转变,是我国缓解资源紧缺压力、提高经济整体素质、增强国际竞争力、实现可持续发展战略的根本途径。

In the knowledge economy era, human resource is the most precious and important one of all the resources. It plays an important role in propelling the development of economy. In our country, the amount of resource per person is critically inadequate, but the human resource is plentiful. In order to soothe the pressure caused by the shortage of resources, improve the overall quality of economy, enhance the ability to face the global competition and realize the strategy of sustainable development, we should take measures to develop human resource and realize the transformation from a country with large population to a powerful country with human resource. This is the first state-level strategy of eonstructing a well-off society.
