摘要
规范、限制甚至缩小警察权,最大限度地保障公民权,是依法行政、建设法治政府的必然要求。我国当前的警察权力体系和制度与依法行政、建设法治政府的目标在很多方面尚有不协调现象,因此应对之进行检讨与反思。
We must dissect, review and reconstitute our present system and institutions are lots of conflicts in many aspects between them and our goal - to make our administration of police authority, for there a law-dominating one and our government a law-ruling one, which essentially requests disciplining, limiting and even reducing the police power to safe guarding the civil rights as possible as we can.
