The Four Behavioral Factors of Service-type Government from the View of Reform Experiences of the One Town

本文以重庆市开县麻柳乡的改革经验为范本，用解剖麻雀的方法，总结出服务型政府的四大行为要素： 问政于民，决政于共，行政于和，监政于公，认为这四大行为要素对于当前我国建设服务型政府意义重大，是党的 传统工作方法的继承和发展。

Based on a sample of the reform experience in Maliu, Kai County, Chongqing City, and using the method of dissecting a “sparrow” to analyze a typical case, this article summarizes the four behavioral factors of a servicetype govern- ment, including administration for the people; administration for the public interests; harmonious administration; monitoring administration by the public. At the same time, it also holds that these four behavioral factors are of importance and result from the development of CPC＇s traditional working methods.
