The eonstmction of the rural social welfare system will inevitably requires the enormous costs, which includes the cost for implementation and the expenditure cost for the social welfare expenses. The social benefits brought about by the construction of the rural social welfare are greatly apparent even though it is very difficult to evaluate by use of data.
