In studying and implementing the CPC Document No. 16 and the ME Document No. 1, we must lay the stress on putting them in practice and striving for substantial results. Based upon the system principle, human-oriented principle and dynamic principle in the applied management science, the paper makes a scientific analysis and summarization of the teaching work, construction of the teaching staff, talent training, etc. in the institution of higher learning, and proposes some enlightening ideas and effective ways for reference.
