制定医疗机构设置规划的实践与思考

Actions and ideas over the plan-making of the setting-up of medical units

结合北京市某近郊区制定医疗机构设置规划方案的工作实践,介绍了制定医疗机构设置规划的基本过程与方法:①收集资料;②绘制机构分布图并划分医疗服务圈;③评价医疗供求关系;④确定规划的基本原则;⑤制定医疗机构设置和调整方案。同时,作者对划分医疗服务圈的必要性和原则、是否需要进行卫生服务调查、确定合理的规划目标和方案、各级医疗机构设置规划的协调、加强对基层制定规划的指导等制定规划的方法学问题进行了探讨。

Presented in combination with the experience gained in a suburb of Beijing are the basic steps of plan-making for the setting-up of medical units:①data collected;②the layout of the units drawn up;③the demand for and supply of medical service estimated;④the basic principle of the plan established;and ⑤the plan finally made.At the same time,a study is made on the necessity and princi- ples of the division of medical service spheres,the question of whether it is necessary to carry on medi- cal service investigations,the determination of reasonable target and blueprint of the plan,the coordina- tion of such plans of different grades of medical units and the methodology question regarding the ade- quate advice to be given to the grassroots offices in the course of their plan-making.
