实验室污染的环保法律规范之思考

Thought on the Normalization of Environmental Protection Law Concerning Pollution from University Laboratories

长期以来高校实验室污染不被重视,对环境构成潜在威胁。基于高校实验室污染环保法律规范的必要性和可行性,借鉴发达国家的立法和环境管理经验,我国要完善环保立法,尽快出台“高校实验室污染环境管理的实施办法”;全面加强对高校实验室污染的环境监管,严格执法;制定实验室污染环境管理实施办法等规章制度,促进循环回收利用,防止二次污染等。

The pollutions coming from universities laboratory, which were long ignored, are threatening the environment. Normalizing the environmental law dealing with the pollution which comes from the university laboratories is necessary and currently feasible. The legislations and enforcements in other countries are appropriate references. China should improve the legislation process for the environmental law, try to make rules as environmental management on the pollution from the university laboratories ; strengthen the environmental supervision and ensure that the corresponding rules are strictly enforced; make regulations for the waste disposal of laboratories, promote recycling and prevent the secondary pollution.
