Circulatory economy develops biologically with the characteristics of modernity. Development of circulatory economy, which satisfies the demand of sustainable development strategy is a major solution to modern industrialization of China as well as a drastic measure against globalization of economy. Circulatory economy is developing with the reference of domestic and international circulatory economic experiences, the turning moment of economic structure adjustment and motive force of the internal need of human being. A favourable environment has to be created for circulatory development of economy such as establishing fresh concepts, quickening circulatory economic legialation, developing and establishing green technology system and carrying out circulatory economic development pattern in line with local conditions.
