群体性突发事件的处置重在预防,避免社会纠纷酿成严重危害社会的恶性事件。而群体性事件初期处置的行动逻辑正是最终形成严重后果的重要原因,因此,厘清初期处置的行动逻辑和重构该逻辑预设,则是防止群体性突发事件进一步发展的重要研究课题。
