美国电信改革得失评述及对中国电信改革的思考

Gain and Loss of US Telecom Reform and the Reflection to Telecom Reform in China

对美国电信改革进行了简要回顾的同时对不同阶段管理措施的功过得失进行评述;在历史分析的基础上,提出了“规模”与“创新”之间的结构性矛盾是电信业有效竞争的根本障碍;结合中国电信改革的实践,提出中国电信改革应继续坚持循序渐进的改革原则,改革重点应该是鼓励创新而非降低价格,积极探索有效的资源共享机制,寻求电信业结构性矛盾的解决之路。

This article briefly reviews the US teleeom reform, meanwhile it discuses the gain and loss of its management measures in different stages. Based on historical analysis, it points out that the stmetttral conflict between “scale” and “innovation” is the essential obstacle for effective telecom competition. Combined with the practical telecom reform in China, it puts forward three saggestions; the telecom reform in China should insist on the principle of advance gradually in due order; encouraging innovation instead of price reduction shotdd be the main task of the reform ; exploring effective resource-sharing mechanism and seeking solutions to the structural conflict of telecom industry.
