建设和谐辽宁必须进一步加快林业发展，处理好人与自然的关系问题。应加快荒山绿化，加强现有森林的保护和经营，加快城市绿化，尽快提高林业生态建设水平。为此，要加强领导，落实责任，强化政府行为；深化改革，创新机制，调动社会积极性；完善制度，实施补偿，加快公益林建设；拓宽渠道，增加投入，确保资金需求；转变职能，搞好服务，促进生态建设。

To build harmonious Liaoning province must speed up forestry development, and deal with the relationship of mankind and nature, especially in this key stalemate phase of Liaoning.
