土地利用规划环境影响回顾性评价实证研究

An Empirical Study of Retrospection Appraisal of Environmental Impact of Land Use Planning

以浙江省淳安县为例,探讨运用生态系统服务功能价值进行土地利用规划环境影响回顾性评价的方法,估算土地利用总体规划实施前后,淳安县不同土地利用结构下的生态系统服务价值及构成。结果表明:规划实施以来,淳安县生态服务价值减少了1.67亿元,居民点及工矿用地的内部消耗大于面积扩张给生态系统服务带来的负影响,园地对区域生态服务价值的贡献率提高了2.03%,区域气体调节和废物处理功能价值分别减低了1.47%和0.16%。该结果为新一轮规划的土地利用结构调整方向提供了对策与建议。

Taking Chun＇an, Zhejiang Province, as an example, this paper discusses the method of using the value of the ecosystem services for a retrospection appraisal of environmental impact of land use planning, computes the value of atmosphere-regulating, water-conservation and waste-processing of industrial and residential areas, and evaluates the value of ecosystem services and its structure in 1996 and 2004 in different land use frame of Chun＇an since implementing the land use planning. The result shows that the value of ecosystem services decreased one hundred and sixty-seven million yuan, industrial and residential areas brought more negative infection from its consuming than from area extending, the ratio of garden plot for the value of ecosystem services increased by 2.03 percent, the value of waste-processing and atmosphere- regulating decreased respectively 1.47 percent and 0.16 percent. The paper offers some measures of adjusting land use structure in the new planning.
