摘要
以人为本全面、协调、可持续的科学发展观是一个成体系的发展理论,是价值观、认识论和方法论的有机统一,也是我国各级各类创新体系建设的指导原则。区域创新体系建设是我国创新体系建设的一个关键,在科学发展观指导下建设区域创新体系,应该因时因事贯彻和落实全面、协调、可持续发展的原则。
Scientific viewpoint of development is a systematic development theory, which is people oriented, balanced and sustainable development is basic principle for our country developmental strategy in new era as well as the construction of every type of innovation system in our country. Balanced development is the focus at this stage and we should pay enough attention to the balance among national innovation system, regional innovation system and enterprise innovation.
