在进一步推进西部大开发的过程中,西部地区政府至少面临两大困难:一是西部地区生产力要素的优化组合效应不佳;二是政府管理体制与市场经济要求不相适应。西部地区政府管理创新的思路应从因时制宜、因地制宜两个方向加以考虑。创新的出发点放在创建环境上;创新的目标放在“三府”建设上;创新的手段放在信息化建设上;创新的重心放在管理体制上;创新的手段放在信息化建设上;创新的落脚点放在工作的标准化上。
