根据产业集群形成条件及其特征设计的产业集群发展水平的评价指标体系包括:产业集群规模、产品市场占有率、产业集群组织程度、产业集群达到的技术水平,结合产业集群成长实际过程将其划分为四个阶段:原始聚集期、产业协作期、产业集群形成期与优势竞争期,每个时期存在的问题和潜在风险,应采取相应的对策。

The appraising system of the development of industrial cluster has been designed on the basis of the industrial cluster＇s forming conditions and characters.The criteria system includes： the market share, industrial cluster scale,the organizational and technical level of the industrial cluster. Based on the criteria mentioned above and the actual development of industrial cluster, the formative process of industrial cluster can be divided into four periods： the primal agglomeration period, the cooperative industry, period, the embryo period, the formative period and the advantaged competition period. Besides, the paper puts forward the corresponding guiding principles and suggestions for the problems and latent ventures existing in each period.
