我国为实现“九五”和2010年的奋斗目标,政府对国有外经贸企业的政策保护必将在社会主义市场经济发展中逐步淡化以至消失。今后国有外经贸企业体制改革的中心环节仍是建立现代企业制度,加速企业机制转换;其适应市场经济能力的核心是以经济效益为中心向管理要效益;为提高适应市场经济的能力,走规模经营的路子是十分重要的,具体做法可以实行强强联合,也可以实行强弱联合,从根本上改善企业在国际竞争中的地位。

In order to achieve China's Nineth Five-Year Plan and the lofty goal of 2010, the protective policies of goverment for state-run foreign trade enterprises will be gradualy removed during the course of the development of socialist market economy. The key of foreign trade system reform is to establish a modern enterprises system and to quicken the pace of system transformation of enterprises. The core of enterprises' capability for market is efficiency through administration centering on economic profit. It is very important for enterprises to adopt an orientation of scale economy in order to improve their capability for market economy. Concrete measures can be either to realize the incorperation among strong enterprises or the annexation of strong enterprises with weak ones. In this way, the competitive position of China's foreign trade enterprise in world market can be much improved.
