摘要
结合崇明越江通道工程阐述建立土地储备与投融资机制相结合的意义、原则和可行性,设计土地储备与投融资运作机制方案的设计思路、优缺点和前提条件等,提出土地储备与投融资方案的流程设计,分析研究工程投资中带来的土地增值收益、土地储备价格、用地类型和纳入土地储备范围等,旨在探讨将上海土地储备机制与重大工程建设投融资机制相结合,从而使得政府在重大工程投资中带来的土地增值效应纳入工程建设投融资机制,对于上海市城市建设和经济发展有着重要的战略意义和应用价值。
In the combination with Chongming Across-River Passageway Project the paper states the significance, principle and feasibility of combination of establishing land reserve with investment and fund melting mechanism. It also states the design thinking of designing land reserve and investment and fund melting mechanism option, advantages and disadvantages as well as premise condition etc. It puts forward the process design of land reserve and investment and fund melting option, analyzes and studies on the land increment profit, land reserve price, land type and the scope to be brought into land reserve. The aim is to approach to the combination of land reserve mechanism in Shanghai City with the investment and fund melting mechanism of the major project construction so that the government could bring the land increment effect in the major project investment into the investment and fund melting mechanism of project construction so as to have important mean in strategy and application value for Shanghai urban construction and economical development.
