摘要
以往的经验表明,我国水电开发与区域经济发展存在“条块分割”的“两张皮”现象。湖北清江开发,在打破条块分割的制约方面,有一些值得借鉴的经验。文章首先分析了流域综合开发的关键是要突破传统水电建设管理的体制障碍,继而重点阐述清江模式的主要内涵与基本框架。期望通过对这一模式的分析与总结,为我国流域经济开发研究与实践提供参考。
According to our country＇ experience, there is a ＂two sheet skin＂ phenomena between hydroelectric exploitation and area economic development. Hubei Qingjiang valley exploitation, in aspect of breaking the restriction of branch and area division, haves some experiences to be used for reference. This paper, first of all, points the key of the comprehensive drainage area development-- the breach of the system drawback in traditional hydroelectricity construction and management, secondly, expatiates the main connotation and basic frame of Qingjiang modal. The authors expect this paper to able to offer reference for our country＇ s valley economic development research and practice.
